Israeli Attacks on Gaza

I have always tried to remain neutral and see both sides in the Israeli-Palestinian conflicts. Israel has been bullied and been the bully, so they are not the always-giver or always-receiver of the crap in the whole affair. I can see why they would be upset, their innocent civilians are attacked relentlessly from rockets by extreme groups such as Hezbollah and Hamas. I have to question why Israel always chooses "All out war" against these people instead of giving peace a chance. Perhaps an agreement needs to be reached first that Hamas (or Hezbollah as the case was last time) needs to do their part in stopping these attacks. Israel is guilty of using excessive force in this case, but on the same token, Hamas is guilty of complicity in attacking Israel with rockets, if its not members of Hamas actually sending the rockets over the border themselves.
So, it is only that I see this back-and-forth stopping is with intervention from an outside source. The United Nations, NATO, or the European Union need to step in and find a way for the rocket attacks to stop. Also, the Palestinians need to have their own country with their own government. Right now I see Gaza and West Bank being split up like India (although it is slightly different circumstance). Gaza will end up being home to Hamas, and West Bank will end up being home to Fatah. Much like Pakistan divided up into Pakistan and Bangladesh after Pakistan was split off from India.
